Background and objective: Today, the commission of some crimes has gone in a direction that threatens the security of societies more than before, including the crimes of terrorism, the occurrence of which in any country has affected other countries. Therefore, the attention of the security agency and the police in this regard is a basic necessity. Given the roots of terrorism, which is based on violence and the origin of violence is society, and the definition of comprehensive and participatory plans for the police, this institution can be considered a solution to combat terrorism. Also, the PARTICIPATION of civil society with this institution has been one of the manifestations of the realization of the participatory roles of the COMMUNITY-based POLICING. Therefore, in this article, the roles that the COMMUNITY-based police with the PARTICIPATION of civil society have been able to perform in the field of terrorism prevention are explained. Methods: In terms of its objectives the present study is of an applied research type and in terms of method it is descriptive-analytical and the data collection tool was a library method. Findings: Civil society has been one of the manifestations of the realization of participatory criminal policy, which in interaction with COMMUNITY-based police has been able to better implement a participatory approach in the prevention of the crime of terrorism. Considering the advantages and disadvantages of the presence of COMMUNITY-based police in the prevention of terrorism mentioned in the study and based on other research in this field, police officials prioritize various measures to prevent terrorism, including participatory, executive, legislative and judicial measures for participatory measures. Results: Findings have shown that considering the capacities of COMMUNITY-based police and the context of civil society PARTICIPATION with this institution, it is possible to explain the roles for the two and in interaction with each other in preventing terrorism and eradicating its roots.
